The rules that apply in Vermont
Vermont has no hard percentage cap, but it does have a threshold: the state publishes a figure each year (the CPI housing index plus one point — 5.00% for 2026), and an increase above it lets a majority of affected leaseholders petition for mediation the state arranges. Every increase needs 60 days' notice on Vermont's own form, filed with the Commissioner and every leaseholder; a notice that doesn't comply is unenforceable (10 V.S.A. §§6251–6253).
