The rules that apply in Rhode Island

Rhode Island has no percentage cap, but homeowners have real leverage: 60 days' written notice is required, and a majority of a park's homeowners can demand binding arbitration through the American Arbitration Association if they think an increase is "excessive" — judged against the park's total expenses and a reasonable return over at least three years. While that runs, the increase can't take effect until arbitration finishes or 120 days after notice, whichever comes first (R.I. Gen. Laws §31-44.1-2).
