The rules that apply in Maine
Maine has no flat cap, but a 2025 law added a real benchmark: an owner must give 90 days' notice, disclose the area's average rent for comparable communities, and work out an "allowed increase" from that average plus a point over the Northeast CPI housing index. Propose more than that and residents representing 51% of homes can force mediation — paid for entirely by the park (10 M.R.S. §9093-B). Rent also can't be raised while the community is out of compliance with the warranty of habitability (14 M.R.S. §6016).
